Lest the reader think that this book is an attack on the American form of government, it is vital
to understand that no matter what form of government a country has chosen to govern itself,
representative republic, socialist, theocratic or otherwise, corruption happens. This Manifesto
often uses the government of the United States as an example, perhaps because out of all the
governmental systems it held the most promise at its inception and the principles on which it
were founded are fundamentally still solid. However, the corruption of the system is vast, and as
such studying it is edifying.
Equally important, this Manifesto is not partial to one type of governmental system or another.
It is important to understand that all systems of government in their current manifestations are
inefficient in many ways.
Every society develops its own form of political system based on its social, economic and
political conditions. The political system is mainly described by the form of government it
possesses. It can be monarchy, aristocracy or democracy. Some forms of government are
inherently one-sided towards those who hold power. Plato was the first political philosopher to

classify governments on rational lines. He classified governments into three states: perfect
states, imperfect states and ignorant states. The perfect state is ruled by the philosopher king, the
imperfect state is ruled by people who respect law but reflects many limitations, and the
ignorant state is one in which there exist no rules and people lead an uncivilized life
