While it is the decision of each HOA to determine what vote constitutes a majority, it is recommended that a majority vote be 75 percent of any HOA’s member. Local HOAs have the authority to change this percentage. However, laws that affect the rights of individual human beings cannot be put to referendum. Therefore, the human rights enshrined in chapter 1of this manifesto is not open to debate as this will affect its sanctity and enforceability.
